There are places for both private and public sectors in environmental recycling. In Hancock County, the recycling program’s first, Litter Landing, is running at a $300K annual loss. It has an archaic baler for cardboard and plastics; works with an aging glass crusher; and annually ships roughly 200 tons of various glass products over to Pennsylvania. Mixed glass rides along for free because it has zero value.

Litter Landing isn’t accepting glass anymore and Hancock County’s recycling program is on life-support. With residents totaling 300,000, nearly (4) times that of Hancock County, Lorain County (LC) handled 5,234 tons of glass in 2014.  LC’s solid waste coordination plan is more than just gathering junk in a bin for shipping elsewhere. A good plan is said to be the best starting point for making adjustments. There is a theory that we’re making money selling recyclables. Many of the recycleable material needs be subsidized. Most of LC’s recycling is done with mobile roll-off bins, with materials processed by private companies. The county facilitates all hazardous waste, as the private sector has been reluctant to do so. LC officials have been occupied with the EPA to find a major glass processor, like Rumpke Consolidated Companies, which is a bit closer (in Dayton). Fees which are collected by the Hancock County Landfill are purposed to balance out recycling losses.  Glass is just difficult to handle and costs labor. A tractor-trailer load of clean brown or clear glass has value of only $200.

EPA officials Marie Barnett, Ernie Stall & Chet Chaney talked about resuming glass recycling, but growing it to include bottles from businesses. Rumpke is one of the US’ bigger privately-held waste recyclers. They are capable of handling 80,000 tons of glass annually. They could offer a market for Hancock County’s glass & limit handling concerns.   In 2014, Litter Landing had operating expenses totaling $436,930.   In 2015, the deficit nearly doubled.”

An October 10, 2016 article on Recycling Today brought up an interesting story: “The U.S. EPA has proclaimed an contract with High Plains Motors Inc. (HPM) agreeing to alleged hazardous waste violations from to the improperly managing used oil, paint solvents, lacquer thinner, and other such materials at an auto dealership and service in Wolf Point, Montana. As part of the settlement, High Plains will pay penalties of $5,758 and finish a junk vehicle recycling initiative on the Fort Peck Indian Reservation. Suzanne Bohan, an EPA regional administrator says that the EPA commends High Plains Motors &Tribal leadership for their decision to work together to safely remove many abandoned cars from the reservation.

Deb Madison, Environmental Manager for the Fort Peck Tribes feels that they look forward to working closely with HPM and the Fort Peck Housing Authority to resolve these environmental problems. The HPM automobile dealership & service center is located on private land just inside the boundaries of the Fort Peck Indian Reservation. EPA regulators in 2015 found that the company had violated some aspects of the Resource Conservation & Recovery Act (RCRA) by not labeling used oil reservoirs and not responding to dumping of used oil at the facility. EPA staff also found that the organization erred in properly managing paint solvent wastes, oil/water/antifreeze mixtures, and lacquer at their site. The EPA issued HPM a compliance demand in 2015, and the establishment has now employed measures to get into compliance with hazardous waste laws.

The proclamation resolves HPMs liabilities for the supposed RCRA violations by finalizing a penalty as well as a supplemental environmental program that will recycle aboout 86 abandoned car on the reservation. After seeking feedback from the Fort Peck Assiniboine & Sioux Tribes and EPA, HPM agreed to work with a local scrap company, Trader’s Den, to retrieve abandoned or junk vehicles on Tribal housing-owned land in the Wolf Point and Poplar areas of the reservation. This process will remove possible sources of pollution from the car such as oil, transmission fluid, coolant, brake fluid, gasoline, & batteries. HPM will properly remove or salvage all recoverable material and will place vehicles at a local scrap site for crushing & recycling.

EPA has also been operational with the Fort Peck Tribes and the local communities of Poplar & Wolf Pt through the agency’s Making a Visible Difference in Communities initiative. A focus of this program is achieving environmental outcomes and reducing them through technical support and grant funding. Recent EPA Brownfields funding is offered in partnership with the Great Northern Development Corp. and Tribes’ Brownfields initiative, is removing contaminants & determining revitalization openings at many old buildings in the area. Patrick Healy of NBC Los Angeles informed us of the following auto related story: “Recently a Diamond Bar couple was victimized by brazen and quite speedy driveway thieves. Security camera footage shows two suspects jump out of an SUV, roll underneath a parked Honda CRV, remove components with precious metals and take off. The precious metals — including platinum & sometimes even gold are needed by a piece of emissions control equipment that has been standard equipment in vehicles since the 1970s — the catalytic converter.

Recycling the metals from each of these units can produce scrap value of up to $200, and has made converters a hot item for thieves. The victim named Katia discovered the theft later in the day when she started the vehicle’s engine – and heard a much louder exhaust system with the absence of the converter. The theft happened at 3:30AM; she heard from another resident nearby that half an hour later, thieves had then tried to remove the converter from another car, but he yelled, and they fled.

Both made incident reports with the LA County Sheriff’s Walnut Station; in many households garages are used for storage, and cars are parked out in the driveway. The driveway where the theft occurred was unlit, thus the security video didn’t show the faces of the culprits, or the vehicle’s license plate number. Since the theft, the couple installed a motion sensor light in the driveway. Katia and her neighbor both took their Hondas to the same garage, Vtec Auto Repair. Owner Oliver Lu says he sees many cars from which the catalytic converters were stolen. For Katia’s car, the insurance adjuster estimated the loss as exceeding $2,700. The insurance policy had comprehensive coverage, but the policy holder is still responsible for paying a deductible. The degree of difficulty in removing catalytic converters can vary a bit among different car models. In this Honda, the converter is fastened in place with five bolts that are easily accessed from underneath with a socket wrench. Others require that the exhaust pipe is severed and some separate the converter into (3) separate components, one of which is reachable only by opening the hood. The catalytic converter in a V6 model Honda is particularly well-protected, and is built into the manifold itself.” The complete story is available here.
