These devices are being used increasingly as the pool of subprime auto loans increases. The Fed Reserve Bank of NY says that subprime auto loans are rising, along with an increase in delinquencies. About 6M people were 90 behind on their car payments at the close of 2016, according to a recent study by the bank. Devices such as kill switches & GPS tracking units help lenders lower losses when loans are unpaid by allowing  faster repossession according to Michael Benoit, partner at Hudson Cook, a law firm focused on consumer financial services.”

His Homeowner’s Association is not supporting the initiative. Letters from the HOA were received after they fielded complaints about the car, wanting him to remove it.  They indicated that they had authority to remove the car at his expense.

The HOA had a lawyer, thus Allen was unsure how to get an exception to the provision. No one agreed to speak on camera, but after several calls and emails, the HOA’s lawyer changed his mind. Allen then received a letter stating they it wouldn’t be a junk vehicle as long as it’s used for education. The car was allowed to remain and Allen was relieved. They are working with the local chapter of MADD as well as local schools, who may use the car to illustrate the danger associated with drunk driving.”

“Plug-in electric vehicle (PEV) owners are altering the ways they fuel their cars. Rather than a 15-minute visit to a gas station, most PEV owners recharge while at home and plugged-in during the night. To charge them at home overnight, drivers can choose a Level One or Level Two charger option. The decision is based on preference, needs and costs or install. Level Two chargers refuel PEVs much faster than Level One, but require higher installation costs. In some instances, Level One charging doesn’t have installation costs. Level One charging requires a 110/120-volt outlet, the 3-prong plug-type available in some parking areas. It requires 15 amps of steady load to charge roughly 5 miles per hour. 78% of PEV drivers average 15-45 miles of daily driving, which requires 3 to 8 hours of Level One charging.

Level 2 charging requires a 208/240-volt outlet & charges PEVs must faster: 3.3 kW (30 amps) to 19.2 kW (100 amps). Most vehicles currently on the market are only capable of using 30 amps for 3.3 or 6.6 kW charging with a charge rate varying at 8-24mph. Level Two charging is preferred for early buyers of PEVs. The important consideration when selecting charge levels in an MUD environment is the electrical load requirements. The Level One load is smaller, close to a microwave. Level 2 charging will generate a significant new load for the property. In both cases, an owner or renter should hire an electrician to estimate the capacity of the property and to determine if it could be supported.  Single-family homeowners, unlike MUDS, usually have sufficient capacity to support overnight charging and the install of the charging equipment (electric vehicle equipment or EVSE) is a simpler cost and process. The costs of installing EVSE in a MUD parking area may vary greatly and possibly be cost prohibitive. Costs occur at 2 stages of installation:

  • Investing in sufficient electrical capacity to support the additional load of PEV charging: Electrical upgrades, at either within the panel or utility service level, can add installation costs depending on the configuration of the property & the utility that services it.
  • Connecting the EVSE to the property’s electrical system: To obtain electricity to the EVSE, wiring is run through via an electrical panel to the PEV parking spot. Costs maybe significant as the distance between the 2 increases.”  The full article is available here.

So Cal Edison (SCE), the major electric utility in the area, just received approval for the 1st Phase of a Charge Ready rollout to install charging infrastructure at extended dwell-time sites, such MUDs, where PEV drivers are parked for at least 4 hours. SCE may use this study to help identify specific parcels to reach out and other PEV programs.  Property administrators and those in homeowner associations (HOAs) should utilize this report to appreciate the elements of a building’s electrical network and to better analyze the costs of installing PEV at-home charging variables.
