In the July 1, 2016 edition of Recycling Today and article titled ‘Houston to require licenses to handle scrap tires’ told us the following: “The City of Houston, TX has begun enforcing its Scrap Tire Ordinance following a 6-month preliminary grace period. Under the newly added ordinance, approved by City Council late last year, all junk tire operations in the city limits are now required to properly register with the city. Additionally, it establishes rules, regulations & procedures for the transportation, storing, recordkeeping and environmental disposal of scrap tires. It is estimated that over 19K tires have been removed in this manner since February as the city works to stop illegal dumping at sites in the city that can serve as healthy breeding grounds for the mosquito-born virus known as Zika. Mayor Sylvester Turner says that this is a huge problem in the neighborhoods, and we have to counter it from all angles.
All the businesses that are presently involved in the used/scrap tire market will be required to register and/or obtain a license annually with the city. Tire transportation companies must display a city-issued sticker on their trucks. Tire generators must allow inspections of their records each year. Beginning in July, inspectors will be visiting businesses to check for tire compliance. The cost to register is about $93 for a business that generates scrap tires and $172 for entities that handle the transport of them. Owners who refuse to register will receive tickets. Fines are $250/day, per offense.
