Activity in Columbus

A recent report found in the Columbus Messenger explains that the leaders of Franklin Township is again pondering a transition to a “limited home rule government.” Unincorporated areas that reach 15,000 inhabitants may achieve this eligibility.

Where is Franklin Township? Since you asked, the region exists in small sectors of west-central Franklin County encircled by the City of Columbus. To the south is the Jackson Township district and Prairie Township lies in the western part.

The purpose of this transition involves the ability for promptly enacting rules in accordance with those of the county and state. The first primary advantage is that it allows for ordinance enforcement involving nuisances such as door-to-door sales, the presence of junk cars on properties, or overgrown weeds. Secondly, it allows for offering better incentives to prospective local businesses.

“The Unalaska City Council sanctioned $275,000 to ship junk vehicles and scrap material off the island. The council hired Deforge Marine Towing to remove 200 old cars and roughly 900 tons of scrap materials to the Port of Seattle site. The current landfill takes both scrap objects and junk cars. These items gather quickly to the extent that according to Public Utilities Director Dan Winters, has become a necessary activity for the community.  Lately, numerous crushed miscellaneous trucks were lifted onto a barge at the Unalaska Marine site by a scrap specialist after being brought in on trucks that are connected to flatbed trailers borrowed from the landfill.

The organization has learned that the truly best way to ship the items off island is via barge. Loading-style vans with the materials are a costly, and often time consuming event.  The local government earlier excluded bids as too high. In April, several contractors submitted bids ranging in price from $550K to $1,100,000. In addition, the council approved a $1.4 million contract with N. Alaska Contractors to build a 35 kilovolt electric power line addition for Westward Seafoods. The local electric system “can afford more efficient power at an significantly lower cost since the new supply was brought on line.” The complete story is available here.

On December 21, 2016, Tanvir Arfi reported the following on Collision Mag:  “We are used to change in the auto scrap and recycling market, but things seem to be accelerating. There will supposedly be over 200 new electric & hybrid autos in the next couple years. Autonomous cars may be coming soon too. Where is the automotive scrap industry headed? The newer vehicles will have over 80 micro control units within them. Some of which may be recording information, but there’s an snowballing trend towards conveying that data directly to interested people. Telematics is not really new, but the number of autos being retailed with connectivity already built-in just increased dramatically over the last few years. A car that has OEM gateway feeds info directly from the auto to the OEM. This data is tremendously valuable to the OEM, and to insurance providers and the repair shops.

The number of autos sold featuring these has climbed to 7.8% in 2016. That’s a big climb in just a few years, but it isn’t done. Projections of this trend indicate it will rise to 53.3% by 2020 and will continue to rise. Let me assure you, this information will be put to use. Looking at insurance, we can expect to see somewhere between 60 and 120M usage-based insurance policies by 2020, a growth rate of between 60 and 70%. For repairers, this wealth of data has numerous benefits. In addition to receiving a first-notice-of-lose within minutes or second, they’ll be able to determine a total loss nearly immediately. The decision will be largely automated, thanks to the enormous amount of data that the systems will be able to draw on. This has advantages, certainly, but it’s also disruptive to the industries concerned, and that includes automotive recycling. We’re going to see things change, rapidly, if we are prepared for that change or not.

Big data and the growth of telematics are an important factor, but far from the only thing we must consider. We have also seen a veritable explosion of advanced driver assistance systems (ADAS). Many of you may have some of this technology in your car right now, including adaptive cruise control, lane shift assist, limited self-driving capabilities such as Tesla’s Autopilot, blind spot monitoring /assist, park assist, 360-degree sensors, reverse camera and sensors & brake assist systems.”

An October 10, 2016 article on Recycling Today brought up an interesting story: “The U.S. EPA has proclaimed an contract with High Plains Motors Inc. (HPM) agreeing to alleged hazardous waste violations from to the improperly managing used oil, paint solvents, lacquer thinner, and other such materials at an auto dealership and service in Wolf Point, Montana. As part of the settlement, High Plains will pay penalties of $5,758 and finish a junk vehicle recycling initiative on the Fort Peck Indian Reservation. Suzanne Bohan, an EPA regional administrator says that the EPA commends High Plains Motors &Tribal leadership for their decision to work together to safely remove many abandoned cars from the reservation.

Deb Madison, Environmental Manager for the Fort Peck Tribes feels that they look forward to working closely with HPM and the Fort Peck Housing Authority to resolve these environmental problems. The HPM automobile dealership & service center is located on private land just inside the boundaries of the Fort Peck Indian Reservation. EPA regulators in 2015 found that the company had violated some aspects of the Resource Conservation & Recovery Act (RCRA) by not labeling used oil reservoirs and not responding to dumping of used oil at the facility. EPA staff also found that the organization erred in properly managing paint solvent wastes, oil/water/antifreeze mixtures, and lacquer at their site. The EPA issued HPM a compliance demand in 2015, and the establishment has now employed measures to get into compliance with hazardous waste laws.

The proclamation resolves HPMs liabilities for the supposed RCRA violations by finalizing a penalty as well as a supplemental environmental program that will recycle aboout 86 abandoned car on the reservation. After seeking feedback from the Fort Peck Assiniboine & Sioux Tribes and EPA, HPM agreed to work with a local scrap company, Trader’s Den, to retrieve abandoned or junk vehicles on Tribal housing-owned land in the Wolf Point and Poplar areas of the reservation. This process will remove possible sources of pollution from the car such as oil, transmission fluid, coolant, brake fluid, gasoline, & batteries. HPM will properly remove or salvage all recoverable material and will place vehicles at a local scrap site for crushing & recycling.

EPA has also been operational with the Fort Peck Tribes and the local communities of Poplar & Wolf Pt through the agency’s Making a Visible Difference in Communities initiative. A focus of this program is achieving environmental outcomes and reducing them through technical support and grant funding. Recent EPA Brownfields funding is offered in partnership with the Great Northern Development Corp. and Tribes’ Brownfields initiative, is removing contaminants & determining revitalization openings at many old buildings in the area. The removal of these scrap vehicles through this additional project will better the goal of making these communities cleaner & safer places to reside. The full story is available here.
