An Abandoned Vehicles – Junk Vehicle Disposal Assistance Program (JVDAP), has been established, allowing for the free scrap of a car annually until funding is consumed, according to the local Department of Environmental Management.  Local inhabitants of the area are required to register these old vehicles as “permanently junked” and then bring them to Hammerhead Metals, the participating metals recycling facility.

Users will be asked to complete a brief survey to monitor the progress of the program. Owners are required to bring proper documents to participate. Eligibility includes passenger vehicles, pick-up trucks and vans weighing up to 3 tons. They further asked that the cars are cleaned of excessive household trash or other waste. They cannot accept camper shells when they are junked. Vehicles may be brought in with fluids and are accepted regardless of condition. The HOA had a lawyer, thus Allen was unsure how to get an exception to the provision. No one agreed to speak on camera, but after several calls and emails, the HOA’s lawyer changed his mind. Allen then received a letter stating they it wouldn’t be a junk vehicle as long as it’s used for education. The car was allowed to remain and Allen was relieved. They are working with the local chapter of MADD as well as local schools, who may use the car to illustrate the danger associated with drunk driving.”

“Plug-in electric vehicle (PEV) owners are altering the ways they fuel their cars. Rather than a 15-minute visit to a gas station, most PEV owners recharge while at home and plugged-in during the night. Most vehicles currently on the market are only capable of using 30 amps for 3.3 or 6.6 kW charging with a charge rate varying at 8-24mph. Level Two charging is preferred for early buyers of PEVs. The important consideration when selecting charge levels in an MUD environment is the electrical load requirements. The Level One load is smaller, close to a microwave. Level 2 charging will generate a significant new load for the property. In both cases, an owner or renter should hire an electrician to estimate the capacity of the property and to determine if it could be supported.  Single-family homeowners, unlike MUDS, usually have sufficient capacity to support overnight charging and the install of the charging equipment (electric vehicle equipment or EVSE) is a simpler cost and process. The costs of installing EVSE in a MUD parking area may vary greatly and possibly be cost prohibitive. Costs occur at 2 stages of installation:

  • Investing in sufficient electrical capacity to support the additional load of PEV charging: Electrical upgrades, at either within the panel or utility service level, can add installation costs depending on the configuration of the property & the utility that services it.
  • Connecting the EVSE to the property’s electrical system: To obtain electricity to the EVSE, wiring is run through via an electrical panel to the PEV parking spot. Costs maybe significant as the distance between the 2 increases.”  The full article is available here.

When presented a picture of a plastic clamshell container, merely 19% of those identified it as such. The term “plastic container” was selected by 61% & 12% picked “to-go container.” The results were comparable when shown a polystyrene clamshell — 50% of those responding selected “foam container” as the top description. Ms. Miller was granted the Kathleen Schmatz Scholarship, named after the former president and CEO of the Auto Care Association.  This scholarship included a trip to the 2017 AAPEX. Ms. Miller says that the scholarship allows her to focus more on her classes & grades without worrying about tuition. She felt blessed that Women in Auto Care saw her potential and was willing to assist her to achieve goals.  This is Ms. Miller’s 2nd industry scholarship. In 2015 she earned a $2,500 scholarship from Federal-Mogul Motorparts.

(HPM) agreeing to alleged hazardous waste violations from to the improperly managing used oil, paint solvents, lacquer thinner, and other such materials at an auto dealership and service in Wolf Point, Montana. As part of the settlement, High Plains will pay penalties of $5,758 and finish a junk vehicle recycling initiative on the Fort Peck Indian Reservation. Suzanne Bohan, an EPA regional administrator says that the EPA commends High Plains Motors &Tribal leadership for their decision to work together to safely remove many abandoned cars from the reservation.

Deb Madison, Environmental Manager for the Fort Peck Tribes feels that they look forward to working closely with HPM and the Fort Peck Housing Authority to resolve these environmental problems. The HPM automobile dealership & service center is located on private land just inside the boundaries of the Fort Peck Indian Reservation. EPA regulators in 2015 found that the company had violated some aspects of the Resource Conservation & Recovery Act (RCRA) by not labeling used oil reservoirs and not responding to dumping of used oil at the facility. EPA staff also found that the organization erred in properly managing paint solvent wastes, oil/water/antifreeze mixtures, and lacquer at their site. The EPA issued HPM a compliance demand in 2015, and the establishment has now employed measures to get into compliance with hazardous waste laws.

The proclamation resolves HPMs liabilities for the supposed RCRA violations by finalizing a penalty as well as a supplemental environmental program that will recycle aboout 86 abandoned car on the reservation. After seeking feedback from the Fort Peck Assiniboine & Sioux Tribes and EPA, HPM agreed to work with a local scrap company, Trader’s Den, to retrieve abandoned or junk vehicles on Tribal housing-owned land in the Wolf Point and Poplar areas of the reservation. Security camera footage shows two suspects jump out of an SUV, roll underneath a parked Honda CRV, remove components with precious metals and take off. The precious metals — including platinum & sometimes even gold are needed by a piece of emissions control equipment that has been standard equipment in vehicles since the 1970s — the catalytic converter.

Recycling the metals from each of these units can produce scrap value of up to $200, and has made converters a hot item for thieves. The victim named Katia discovered the theft later in the day when she started the vehicle’s engine – and heard a much louder exhaust system with the absence of the converter. The theft happened at 3:30AM; she heard from another resident nearby that half an hour later, thieves had then tried to remove the converter from another car, but he yelled, and they fled.

Both made incident reports with the LA County Sheriff’s Walnut Station; in many households garages are used for storage, and cars are parked out in the driveway. The driveway where the theft occurred was unlit, thus the security video didn’t show the faces of the culprits, or the vehicle’s license plate number. Since the theft, the couple installed a motion sensor light in the driveway. Katia and her neighbor both took their Hondas to the same garage, Vtec Auto Repair. Owner Oliver Lu says he sees many cars from which the catalytic converters were stolen. For Katia’s car, the insurance adjuster estimated the loss as exceeding $2,700. The insurance policy had comprehensive coverage, but the policy holder is still responsible for paying a deductible. The degree of difficulty in removing catalytic converters can vary a bit among different car models. In this Honda, the converter is fastened in place with five bolts that are easily accessed from underneath with a socket wrench. Others require that the exhaust pipe is severed and some separate the converter into (3) separate components, one of which is reachable only by opening the hood. This by-product is filtered and sent to a dross processor for further recovery. White dross is a type that forms when no salt flux is used during the melting. Salt cake is a by-product of white dross processes and consists of close composition to that of black dross. A similar composition results because a salt fluxing agent that is utilized during white dross processing to extract aluminum-based units. Salt cake & black dross consist of different compositional proportions of aluminum, aluminum oxide & salt flux.

A spike in production increases the aluminum metal unit loss, thus decreasing the recycling rate of auto aluminum. Many reasons attribute to this limit including purity of the melt and, as discussed, surface area to volume ratio. Mixes of aluminum scrap products, possibly mixed with primary aluminum, are commonly charged together to generate the required secondary aluminum alloy. Secondary aluminum recovery processors understand and quantify the metal yield expected from each charge and identify how each mix amid constituent affects this yield. The major hindrance for the auto aluminum recycling percentage stems from the recovery processes. The product when in the form of aluminum oxide is brought to a landfill from these processes. When a heavier gauge scrap category is charged, referred to for our purposes as a heavy recovery process, the metal yield of 95% is typical. Light gauge scrap melting is believed to generate in a metal yield of 91%, and the method is termed as a light recovery process in the report. Most of auto aluminum is light gauge, mixed, or shredded scrap. It’s been stated that 86% of obsolete auto-aluminum is charged in this form.

Analyzing the sensitivity to determine a minimum & maximum auto aluminum recycling percentage (RR%) for the US. This RR% range is 80% – 98%. The measured average of 91% falls between there and is believed to be much more indicative of the overall industry versus these extremes. This report provides a basis of the variability of the secondary aluminum production sector specifically relative to auto aluminum gathering and recovery.

The demand for aluminum in the North American auto sector is supposed to grow through 2025. Ducker Worldwide reports a 39% spike of aluminum weight per North American light vehicle over the next 10 years. The big driver for the rise is the added content in body sheet & closures with continued content expansion in casting & extruded auto-components. The rise in aluminum is somewhat driven by the advantage of vehicle light-weighting to attain the Corporate Average Fuel Economy (CAFÉ) standards. Aluminum, being a lighter-weight product compared to conventional materials, delivers similar strength. Lighter materials allow for overall lighter delivered vehicles with similar safety performance while boosting fuel economy. Banks says 3.1M off-lease vehicles are expected to return to the market this year, an increase from 2.3M in 2015. That number is expected to grow to 3.4M in 2017 and 3.8M in 2018.

Prices of pre-owned subcompact cars have taken the biggest hit this year, with prices dropping 20% through July vs. a drop of just over 13% in the year-earlier period. Yet the segment’s 3.9% price decline matched the average for that period in the prior (3) years. Conversely, through July, full-size pickups were down almost 7% compared to about 3% last year. The strong economy, including credit availability and low interest rates, are the reasons used-vehicle prices have sustained this year.”

Information on prior completed projects and how TDA was used can help the management staff plan and complete the install without complications or delays. Based on management’s experience, once they’ve worked with TDA, they are typically comfortable doing so. The advantages of it include the following: The materials can be moved with conventional construction equipment.  It’s produced from waste tires and (supposedly) cleaned with fewer fines than rock or gravel.  The quality of the production is monitored, and no density test is needed to validate. It is lighter-weight and free-draining, and it has non-degrading type characteristics. Since TDA is derived from waste tires, it can rouse public attention sometimes, thus an on-site representative should be designated to act as the project public relations (PR) person if needed. This person should be appropriately selected so that media interruptions do not slow the progress of the job.

TDA is considerably lighter than conventional fill material. The limiting factor for moving TDA is not its weight but its volume. To provide the most low-cost method of trucking, trailers need to be big enough so the weight of the TDA being moved reaches the legal highway limit (80,000 lbs gross). The ability to hold and stockpile quantities of TDA on-site before use will allow for the best time and materials management. When considering a TDA stockpile site, the local fire department’s approval should be sought. It is recommended that only vehicles with tires filled with self-sealing gels be used in working with TDA, since it may contain metal shredding.” The full article is available here.

These are used for frequency regulation or renewable smoothing – the most common use today. As for Tesla, it will sell its residential units for about $3,500, but the cost doesn’t include “inverters” that handle voltage levels during operation. They are lithium-ion batteries, which can discharge for about one hour. Many different storage technologies exist and demands are stringent. They are hoping to match the energy produced with the energy their potential use, which may be hard to do.

Other battery companies are also trying to enter the utility business. With 100+ employees, Pittsburgh-based Aquion Energy has started producing batteries that allow utilities to better handle their grids. As early as next year, Duke has said it will begin deconstructing the old plant. Federal rules in 2015 set new standards for coal ash pond guidelines. OH is one of the largest coal ash generators in the US, and has some of the worst state regulations. The company has been conducting scientific & engineering studies at the site to figure out the best method to safely close these basins. This recycling plant moved from a location on S. Cross Blvd. They had some violations to the extent that we had to shut them down. They were improperly zoned properly and not following city rules. Ascent moved to Seguin St. to an industrial zoned property where they could legally process cardboard. Inspection documents pulled through an open records request show Ascent Recycling started illegally recycling metal in January and February, despite saying they wouldn’t. These metal violations handled through the court process. They had 15 citations just for that violation, totaling $3,000 in fine. They stopped metal recycling in April. Now, other citations include: trash, debris, overgrown weeds, vegetation, dust and parking lot-related problems..

One way to limit dust is by paving the areas that are heavily trafficked. The city will take Ascent Recycling to court in August over the latest violations. If the owners do not comply, they’ll be shut down. The neighborhood association says it supports all businesses, but this business seems unwilling to work with the residents and is making their quality of these elderly people’s lives miserable. Those who bring in their used motor oil can receive forty cents for each gallon they bring in. These collection sites can accept up (5) gallons per visit. Residents only need to give provide their name when dropping off the oil.

Tang said in a statement that she recalls helping her dad change the oil to their vehicle when she was younger. The department is aggressively promoting a campaign targeting various communities to recycle used oil by placing signs in different languages including Chinese language billboards, municipal bus ads & web ads. Director of the Department of Environment Debbie Raphael, says that it is important to keep the SF Bay area clean of motor oil and to advise residents on how dispose the oil. The neighborhood based collection centers like Pennzoil make it simple and easy for residents to bring in their oil and leave feeling like they’ve done their part to protect the local environment. The city has twenty-three participating auto-related businesses that will take used motor oil, the department said in including (4) in the Sunset District. The department reports that these collection sites collected 27K gallons of oil. About 30% of the oil collected came from specifically the Sunset District. Anyone who attended the press conference was given a complimentary oil pan.”

In a May 18, 2016 article by Mark White in the News Journal titled ‘Police towing abandoned cars’, we were informed of the following: “The Williamsburg PD has begun towing abandoned vehicles and plan to continue doing so. Police Chief Bird says they’ve been getting complaints throughout the city, particularly on S. 3rd St., a really congested street. There is a large park and a library in that area. School buses are having difficulty time getting up the street. The junk cars had weeds growing up around them–had been there so long. Each of them had canceled registration, no auto insurance and expired tags.  One had concrete blocks behind the wheels; therefore, they decided to start enforce the abandoned vehicle law.

Bird acknowledged that people were upset that police didn’t knock on doors before towing them. Bird says after 21 years on the job that he can’t make everyone happy. It is a state law–not a city ordinance. Bird posted a copy of the state statute regarding vehicle abandonment on the police department’s Facebook page. The law states that a vehicle left for (3) consecutive days shall be assumed to be abandoned. Bird says that if it becomes an eyesore to the community then they will tow it. One comment on social media implied that the city is making money from this– which he disputes, saying they are trying to clean our streets up. Bird noted that he didn’t issue any citations on any of the vehicles that were towed, which he could have done under the law. GM’s latest sustainability report says they have not only saved money, they’ve also generating revenue. At these sites, about 89% of waste materials are recycled and another 9% are converted to as form of energy. GM estimates reusing, recycling or composting over 2M metric tons of waste material internationally.

John Bradburn is GM’s waste reduction manager, and he participated in an interview with Environmental Leader. Bradburn says the company’s recycling & reuse initiatives were a precursor to their landfill-free program. The company has set high goals recently. According to Bradburn, he pitched a project to sell vehicle components with slight blemishes in the aftermarket market to dealers, rather than throwing them away-which was successful.

Employees water bottles are now recycled into noise-reduction insulation used in vehicles — thus saving money on purchasing new material. GM generates a great deal of metal byproduct, which is separated, sorted and sold, as well as reused within its plants.

Non-ferrous products like aluminum, bronze & magnesium are also separated & sorted at the facilities. With low commodity prices GM is making less on these then before.
